Subject:  Brain Drain from Ukraine (Three afterthoughts)

Three parenthetical details to this discussion:

(1)  NEW ISRAELI SETTLEMENTS.  It is possible that the new Israeli settlements that one sees so regularly in the nightly news are being built primarily for the Russians and Ukrainians arriving from the FSU.

(2)  YESTERDAY'S UKRAINIANS, TODAY'S PALESTINIANS.  If this is true, then it is ironic that the Ukrainians who once played the same role with respect to Jews that Palestinians are playing today � that is, the role of victims of oppression � are being settled in frontier areas where they will learn to fear, and thus to hate, Palestinians.  This is a brilliant coup of social engineering � to turn two victims, one former and the other contemporary, against each other.

(3)  RETURNEES: IF UKRAINE TURNS THE OTHER CHEEK, THEN WHY NOT SLAP IT?  There is talk of some emigrants to Israel being disillusioned and wanting to return, or starting to return, to Ukraine. Allowing this to occur without imposing a strict selection process would be to inflict further harm on Ukraine.

That is, Ukraine was injured by the loss of all of its emigrants in the first place because these tended to be highly educated.  However, the ones who after emigration were absorbed successfully into high-tech industry in Israel, or who were attractive enough to be allowed to leave Israel for the United States or elsewhere, are not the ones who want to come back to Ukraine.  The ones who want to come back are the ones who were not skilled enough to find an economic niche in their new land.  Perhaps they found no job at all; perhaps they got jobs as janitors or whatever.  Allowing these economically unproductive people to return to Ukraine would be a further burden on Ukraine.  It would amount to acquiescing to a system whereby Israel could skim off vast numbers of promising people from Ukraine, at its leisure sift through them for the winners, and then ship back to Ukraine the ones who had ended up on welfare � this by way of demonstrating the value of open borders and the benefit of permitting the free flow of peoples.
