If the World Health Organization is going to build an "international center for radiation-induced health problems for the victims of the Chornobyl nuclear disaster," then obviously � one might think � the monies spent must be counted as aid to Ukraine?

Not necessarily. An ACTION ITEM in The Ukrainian Weekly of February 17, 1991 indicates that the executive board of the World Health Organization decided to build the center in Obninsk, near Moscow. Where the center did eventually get built, or if it got built at all, I do not know.

This is just one small indication of what small regard the world has for Ukraine, and how aid is channeled to Russia by preference.
