(1) There was no issue of the September 03, 2008 GRC report.

(2) Dismemberment of Georgia:
The evil month of August was dominated by Russia’s invasion of Georgia, the occupation and destruction of Georgia’s military infrastructure and Russia’s recognition of South Ossetia and Abkhazia as independent states -- soon to be incorporated into the Russian Federation.

As a result of the breakup of the Soviet Union in 1991, a civil war ensued -- resulting in a de facto secession of these two regions from under Georgian control, an expulsion of ethnic Georgian refugees into Georgia proper and an imposition of effective Russian control of these regions. (A similar scenario was played out in the Transdniester region of Moldova.)  For many months preceding Saakashvili’s ill-fated preemptive occupation of Tshinvali (and indiscriminate use of Grad missiles on civilian targets) on 07Aug2008 to forestall the permanent loss of this Georgian province, Ossetian separatists harassed and shelled Georgian villages (further ethnic cleansing) in the region and Russia made unmistakable preparations for the final outcome. The Russian army was fully prepared to intervene in the conflict, which they did in spades.

The shock waves are still reverberating throughout the world and especially Ukraine. Crimean separatists have been particularly vocal and it is rumoured that Russian passports (and citizenship) are being liberally distributed. Of particular concern is that respected American commentators such as Patrick Buchanan and Paul Craig Roberts have made disparaging comments about Ukraine and failed to criticize the dismemberment of Georgia.
